All the speeds are advertised, maximum speeds. Actual download speeds will be much lower due to many factors like network congestion, the distance from your local exchange (if you are on an ADSL 2+ line) etc.
You can also ask for the line speed estimate during sign up. Your ISP will need to provide this information as per Ofcom’s Broadband Speeds Voluntary Code of Practice.
